The use of dry pigments have been around for centuries. Soft pastels as a medium for art was made popular by the Impressionists and not easily accepted by the French Salon because it wasn't oil painting. However, the perseverance of the likes of Degas, Cassatt, and others demonstrated soft pastels are capable of creating glorious works of art.
